Dr. Eloise M. Fulton’s ministry was conceived more than 25 years ago under the pastoral and spiritual leadership of the late Bishop Ozro T. Jones, Jr., Holy Temple Church of God In Christ (C.O.G.I.C).
When the vision of a future and a hope and an expected end could not be seen by, then, Evangelist Eloise M. Fulton, Bishop Jones saw God’s Hand over her and on her life, and saw her as doctor before formal academia ensued. Bishop Jones consistently encouraged her by referring to her as doctor.
Bishop Jones, a professional and Theological scholar himself, Empowered Dr. Fulton with his Godly instruction to pursue God’s mandate and destiny for her life; and Focused Dr. Fulton by painting the picture of ministerial longevity through being a living example of personal and ministry integrity; proper humility, Godly wisdom and healthy confidence, along with proper spiritual guidance and academic training was the right and Godly path to ministry success.
Inspiration and Vision
The most inspirational Female Leader that Dr. Fulton has in her life is her mother Evangelist Lucille Fulton. Evangelist Fulton is a consecrated mother in the C.O.G.I.C. She is educated (Temple University; Antioch University). She is the embodiment of Faith; Perseverance, Steadfastness, Confidence and most importantly to Dr. Fulton’s professional paradigm, she is Entrepreneurial in spirit and focus. If Dr. Fulton were to liken her relationship with her mother to any biblical examples it would be Ruth and Naomi. Dr. Fulton has learned the skills necessary to grow and go forward in ministry through her mother’s life leading example.
Secondly, inspiration for this formal launch of Dr. Fulton’s ministry came through living life; Making mistakes. Being hurt and feeling inadequate institutionally, socially and emotionally. Through her mishaps and witnessing first-hand how a system called patriarchy was impacting how females were behaved, shaped, labeled and viewed in the Church and society put her on a path of academic and societal understanding of the need for female leadership development in Church and Society. This need has been a consistent vision within Dr. Fulton, which she traces back to her childhood where she can remember a strong desire, need and actions of advocacy for female development. This has resulted in partnerships with correctional institutions as well as professional and social organizations.
Thirdly, Dr. Fulton’s inspiration was sparked by Bishop Jones’ insight, which allowed him to see the need for Female ministry mentorship from a non-traditional paradigm structure. Bishop Jones saw that Dr. Fulton needed to see and experience the Power of God resting on a woman in a non-traditional pioneering leadership model and provided his full support, permission and approval for her to be mentored by her current Pastor and Bishop, Dr. Millicent Hunter. It was under the leadership of Bishop Hunter, where she once preached “If you don’t start Nothing, it won’t be Nothing”, that Dr. Fulton, started something, and responded to the pull of the need for female leadership development in Church and Society in a manner never embarked upon before. This something that was started by Dr. Fulton was the formal launch of Empowered Motivated and Focused Ministries aka EMF Ministries.
Through this ministry:
- Lives have been changed;
- Emotional, spiritual, and mental chains have been broken; and
- Minds have been renewed.

Rev. Dr. ELOISE M. FULTON, in May 2017 completed the Doctoral Program at Lutheran Theological seminary, where her primary ministry focus was Female Leadership Development in the Community at large and in the African-American church.
